How do i make font larger?

Hi Everyplace i go on my computer i can hardly read anything the font is to small. Someone told me to hold down the ctrl button and roll my mouse to the size i want. That only worked on one site i was on. I need larger font on everything i see so i can read it. How do i do this. Thanks
