Why won't my Start menu or Icons show on the desktop?

My GUI (start menu, icons) only appear when I boot in safe mode. When i boot the computer in normal mode, there is no GUI and ctrl+alt+delete won't even work. I need to be able to use the computer, can I use the internet while in safe mode?
