Sims 3 cheat bar won't work!?!?

Okay. I bought and downloaded Sims 3 off of the EA games website, and I've been playing it fine. It runs fine, no glitches or anything (I have Windows Vista by the way). Anyways, when I try and get the cheat window to pop up, (Ctrl + Shift + C) it doesn't pop up. And also, doing that pattern with the Windows key doesn't work. I like playing the game when I can give my Sims a bunch of money and stuff, so, please help! :)
